Bulgaria creates its National Strategy and Programme for Information Society (IS). The strategy specifies the main aims for building IS in this country, combining the national interests with the IS conception worked out by the European Union. An essential element of the transition to the IS is the development of the Bulgarian IS legislation following the modern trends in EC Law. The Council of Ministers established Coordination Council on IS as a specialised body for determining and implementing the national information policy. New regulatory bodies in the field of telecommunications and electronic media are established in 1998. Adoption of laws in the information field is in progress. This paper presents the legal grounds of the Bulgarian National Strategy for Information Society (draft), with the contribution of Prof. Emil Markov (Intellectual Property Law).
