The assessment of greenhouse gases emissions is being developed for Portugal to become the technical instrument to assure the commitment of the country to the Kyoto Protocol. The main task of this project is the emissions assessment and the design and evaluation of control strategies up to the year 2010 for different social-economic sectors. The public participation in projects of this type is sometimes regarded as informative, where is announced the government and experts decisions and strategies. The communication between government, the citizens and the private enterprises is one of the key issues in the public participation and commitment to the defined control strategies. For a successful dissemination of these strategies, all information must be available, usable and playable to all agents. Following this strategy the projectÍs team developed a Geographic Information Remote Server to access the entire project database. The system is set of ASP (Active Server Pages) and CGIÍs (Common Gateway Interface) to access geographic data and functions in the WWW. It uses the inovaGIS COM (Component Object Model) server in combination with the Microsoft Internet Information Server 4.0 to generate dynamic pages that respond to the userÍs queries and produces in real time the desired map output.
