Kananaskis Country Recreation Development Policy Review: A Consultation for All Albertans

Kananaskis Country (KC) is a multiple use area adjacent to Banff National Park in the Canadian Rocky Mountains. With tourism growing substantially, there were increasing numbers of recreation development proposals. Praxis (a Canadian consulting company) undertook an eighteen-month public consultation on the existing KC recreation development policies on behalf of the Government of Alberta. Multiple techniques were used in the consultation. A Process Advisory Committee comprised of a wide range of stakeholders oversaw the consultation process; a random sample telephone survey preceded province-wide advertising with a toll-free phone line and Praxis' Website as the points of contact. Approximately 10,000 participants were mailed a Backgrounder and Workbook which could also be downloaded from the Website.

The results demonstrated a consistent preference of Albertans' for limiting recreation development in KC. In June, 1999 the Alberta Government released a new Recreation Policy that significantly limits future large scale development. The combination of techniques used was seen to increase the confidence in the consultation results and significantly influence the new policy.
