Information Technology, Participatory Planning and Descentralization: Lessons learned from strategic planning proccess at the local and national level in the Dominican Republic.

What kind of information did people at the community level request to get involve in the strategic planning process at national and local level? Why did the need this information? What kind of empowement did they get? Whats were the challenges to involve public and private sector in the participatory planning process? Why do the reques it? What kinds of strategic did planner choose to increase collaboration and coordination amongst sectors during design process? The author would answer the above questions and explain the lessons learned from her experiences while coordinating and facilitating the process of designing an HIV/AIDS strategic plan at national level involving different sector and people from community level. She would also explain the process and of designing the HIV/AIDS action plans at the local level following the national strategic plan.
