CITIDEP USA Chapter Meeting

Saturday, 6 March 1999, took place at MIT, DUSP-PSS conference room, the second CITIDEP-USA Chapter Meeting (check CITIDEP-USA Foundation). The meeting was open (public). Present: Ambriseth Lima, Anne Thompson, Beatrice Bernier, Carl Jentges, Lucie Laurian, Mel King, Marie McHugh, Pedro Ferraz de Abreu, Roxana Esparza, Rui Ponte and Tim Sieber. The proposed meeting agenda was:

1) Brainstorming: Information Society, Participatory Democracy and CITIDEP mission. The concrete goal was to contribute towards an update of CITIDEP mission statement.

2) ICPPIT99 Task Force (Conference) status report, plan and needs.


2.1. : ICPPIT99 Conclusions
2.2. : Publication and Distribution of Conference full Proceedings
2.3. : Fund raising to cover for past conference expenses, and for Proceedings.
2.4. : Support ICPPIT research community network , larger than CITIDEP's own (mailing list, web journal)
2.5. : Next PPIT International Conference: Where, when and with whom.

3) Project Proposals: presentation, discussion and planning

3.1.: ICPPIT-CITIDEP web journal (ideas/contacts about: Rachelle Tayag, Rob Kling/Gary Marx/information society journal, Tim Wutrich on research journal)
3.2.: Cooperation with UNESCO Observatory of Information Society (Pedro FA, Rachelle T)
3.3. : IT for Grassroots groups (Lucie's draft, contacts: George Romoser, UNH, Lyna Wiggins, R. Sieber, Mark funding suggestion)
3.4. : Coloquia/Talk at Simmons College/MIT (Marie McHugh)
3.5. : Center for Technology for low-income communities (Mel King)
3.6. : Citizenship Kit Project, and the Cooperation with Municipal Public Libraries for IT access for low-income communities (Manuela Rego,Pedro FA, Rob Kling/Gary Marx, Anne-Catherine Fritzinger)

Meeting Minutes (Relator: Rui Ponte)

 

1- Discussion of CITIDEP objectives and mission led to a clear sense that CITIDEP should position itself as a Research Center, not as an activist movement with a set political agenda. There was no intrinsic conflict seen in being a research center involved in research that focuses on PPIT issues, reflecting political and social concerns. In this light, the need to have a core (even a small one) of researchers with funded research projects or actively pursuing funding was emphasized.


2- A few suggestions were made by Anne Thompson and Mel King on possible cooperation between Boston City Council and MIT-DUSP in regard to use city problems for next GIS studio course at PSS (Planning Support Systems Research Cluster at MIT).


3- Ideas for a proposal on IT and Grassroots groups were presented by Lucie Laurian. There is an interest in linking with other researchers that already gave some feedback (USA, Canada, France) and having an established researcher (if possible from a credited academic institution) as lead PI. This was deemed essential for the sucess of the proposal. The deadline of the target NSF announcement is rapidly approaching (January 2000) and Tim Sieber pointed out the difficulty in setting a good proposal at this time, as well as the notion that NSF may be an overeach for this kind of project. There was a consensus that the proposal should go forward, as it may be submitted later to other organizations.


4- In light of 1 and 3, there will be a need to incorporate CITIDEP in the US. Best ways of doing this incorporation were debated; more information on the way from Mel King (on legal procedure and help) and Ambriseth Lima (on the nationality requirements for the board).


5 - Beatrice Bernier and Roxana Esparza referred their interest in working in heritage / heritage planning related projects. Pedro Ferraz de Abreu referred this was one of the items in CITIDEP initial Activity Plan


6- The need to create a web journal/newsletter was emphasized, as a way of consolidating the community links created during ICPPIT99, facilitating communication, providing a forum for preliminary research reports, fostering a dynamic research agenda, etc. CITIDEP should be responsible for its publication. An e-mail to the PPIT community to sense where people stand on this idea will be sent soon. A preliminary assessment of possible funding sources for both the web journal and next Conference was made (UNESCO, MCI, ....).
