EuroLifeNet Program:
Invited by the Institute of Environment and Sustainability of the Joint Research Centre (IES-JRC) of the European Commission, CITIDEP presented at the APHEIS meeting on 26 May 2005, Ispra, Italy, a proposal for a new European Union Program on Environment - Health - Education - Citizenship, the EuroLifeNet.
A first pilot EuroLifeNet project was completed with success during 2006 and 2007. Partners are now consolidating the experience and preparing new projects (research and operational). More information is available on-line. Here are some highlights:
EuroLifeNet measure campaigns of personal exposure to PM 2.5 (Particulate Matter) were completed in Portugal and Italy in April 2007. Participated 665 students and 51 teachers from 9 highschools, as well 11 researchers and 5 experts in both countries, from 4 Universities and 3 Research Centers, including CITIDEP.
Took place in Lisbon, on the 1 and 2 June 2007, the II Internacional EuroLifeNet Meeting, with a press conference. Italian results were presented at a Milan press conference on the 8th May 2007
The Secretaries of State for Environment and for Education, Portugal, reafirmed in 2007 their support to the EuroLifeNet Program on letters addressed to CITIDEP President and to IES-JRC Director.
EuroLifeNet was featured on Portuguese and Italian TV and radio, and on Portuguese, Italian, UK and USA press. TV programs included interviews with EuroLifeNet Director, Pedro Ferraz de Abreu.
UNESCO National Commission short-listed EuroLifeNet in its best practices report, and invited the President of CITIDEP, Prof. Pedro Ferraz de Abreu, to presented EuroLifeNet at the UNESCO International Conference, 14 December 2006.

Project PEOPLE:
Citizens help to evaluate air pollution. Promoted by the European Commission, the project PEOPLE - "Population Exposure to Air Pollutants in Europe" invited citizens to participate measuring personal levels of exposure to benzene, in all European capitals. Lisbon and Brussells were the first, on the 22 October 2002.
CITIDEP was one of the 7 partners of PEOPLE, and organized the PEOPLE-Citizenship, including sessions with hundreds of students and teachers in Lisbon and Viana do Castelo (Portugal), linked through videoconference, and live Internet video broadcast. It gave CITIDEP a unique experience enabling the EuroLifeNet Program.
Lisbon and Brussels results were presented at a press conference, 17 July 2003. European Union Commissioner Philippe Busquin referred to CITIDEP project "PEOPLE-Citizenship" in its July 2003 speech. Results from benzene pollution measurements in Europe were published by the IES/JRC, on September 2005. CITIDEP is one of the co-authors of the PEOPLE final report.

IMS Project:
The objective of the "Intelligent Multimedia System Project" (IMS) is to develop, prototype and test modern information technologies supporting public and technical consultation for decision-making.
A first research project (1995-1999) focused on Environmental Impact Assessment, using the case of the proposed solid urban waste incinerator for S. João da Talha. This project was part of Pedro Ferraz de Abreu's PhD research at MIT, USA, and supported by the Portuguese Ministry of Environment (DGA), the Environmental Dept of FCT- UNL and CITIDEP. A large team of researchers was engaged in the experiment.
Another project using IMS model and approach is the WCD/IMS Sabor/Coa,, summarized below.
Currently, CITIDEP is working on a new pilot version of the IMS, applied to support public participation in the European Parliament elections, in cooperation with LabTec CS/ISCSP (Laboratory of Technology for Social Sciences at the Institute of Political and Social Sciences of the Technical University of Lisbon).

WCD/IMS Sabor/Coa:
This research/intervention project was launched in January 2003. The goal is to apply the methodology from both the "World Commission on Dams" (WCD) and the "Intelligent Multimedia System Project" (IMS, CITIDEP), in support to the decision-making process concerning the proposed construction of dams on the Sabor and/or Coa rivers, in Portugal.
Currently, CITIDEP is trying to obtain support to complement an award from the Global Greengrants Fund, as well commitment from all stakeholders to a consensual process.

Citizenship Kit:
Since its creation in 1996, CITIDEP set in motion project its Citizenship and IT Program; and in particular built the concept of a "Citizenship Kit", that provided the framework for many related activities.

e-Planning:
CITIDEP promoted the cooperation between MIT (DUSP - Dept of Urban Studies and Planning) and 5 Universities in Portugal (U.L, U.T.L., U.N.L, U.A., U.C.) since 2003, under a common research agenda on e-Planning (technology uses and impact on infrastructures, government, governance, citizenship, cities and land use planning). LabTec CS:
CITIDEP is supporting the launching of the Laboratories of Technology for Social Sciences Network, within the " e-Planning Consortium".
CITIDEP gathered on the 11 February 2007 at its headquarters in Lisbon, to create its "LabTec CS" team, with the objective of fostering and supporting the launching of a network of Laboratories of Technology for Society, as a transdisciplinary effort of Engineering and Social Sciences. This LabTec Network was proposed by CITIDEP to the newly created e-Planning Consortium MIT-Portugal, and in the sequence of the cooperation between CITIDEP and the Dept of Urban Studies and Planning at MIT, with the joint organization of the International Conference ICPPIT03.
ICPPIT03:
Took place the International Conference on Public Participation and Information Technologies, 10-12 November 2003, at the Massachusetts Institute of Technology, USA, co-organized by MIT and CITIDEP (chaired by Profs. Pedro Ferraz de Abreu, Joseph Ferreira Jr., Joanaz de Melo). Adressed ICPPIT03 keynote Joan Blades, the founder of "MoveOn.org", together with Jane Fountain, head of the Harvard's Digital Government program, moderated by Pedro Ferraz de Abreu. More than 100 researchers from 15 countries participated.
ICPPIT99: The 1999 Edition was co-organized by CITIDEP and the New University of Lisbon (DCEA-FCT-UNL), and had the President of Republic and the Minister of Science and Technology of Portugal delivering the keynote addresses. The (then) USA Vice-President, Albert Gore, sent a message to the 1999 Conference.
PPIT Book in distribution: The Book "Public Participation and Information Technologies 1999", resulting from ICPPIT99 International Conference, is available for on-line orders. Besides ICPPIT99 Co-Chairs, (João Joanaz de Melo e Pedro Ferraz de Abreu), presented the book Prof. Sousa Lobo, President of the New University of Lisbon (UNL), and Prof. Mel King, MIT Emeritus and CITIDEP Science Council member.
The book is complemented with a multimedia CD-ROM with 3 hours of video from the Conference.
Guideline for Highschool curriculum reform: By decision of the Secretary of State for Education Administration at 25 March 2002, followed-up with the support of the Highschools Department of the Ministry of Education of Portugal, it was appointed our colleague Isabel Medina in representation of CITIDEP for a joint task force CITIDEP/DES, with the mission to support the modernization of highschool curricula in the area of citizenship and information technologies.
CITIDEP produced a Guideline to use the "Public Participation and Information Technologies 1999" Book for that effect.
BNT Proceedings published: The Proceedings from the International Colloquium "Public Libraries and New technologies: How to fight info-poor exclusion?", co-organized by the Municipality of Lisboa and CITIDEP (ed. CML-Cultura), are available since July 2002.
Position Papers: CITIDEP promotes the debate with "Position Papers" on Education, Democracy and New Information Technologies, such as an invited presentation by Pedro Ferraz de Abreu at the II International Meeting of Portuguese Researchers, already published in a book, "Alguns Desafios da Educação em Portugal na Era da Internet e da Democracia Participativa".
LARN: CITIDEP supports the Luso-American Research Network (LARN) and its initiatives.
FIIP: CITIDEP "Web team" provided technical support to the International Forum of Portuguese Researchers (FIIP) and its elected Board.

- Colloquium at the Order of Engineers: Took place the 23 May 2005 ,17 to 20.30 PM, at the auditorium of the "Ordem dos Engenheiros" in Lisbon, the Colloquium
"Public Consultation in Environmental Impact Assessment - how the technological jump challenges an institutional jump", presided by the Secretary of State for Environment, Prof. Humberto Rosa. The intervention of the guest speaker, Prof. Pedro Ferraz de Abreu, was based on research done in Portugal and in the USA, supported among other entities by the Ministry of Environment of Portugal. It included an analysis on the special character of the current technological revolution, the use of a prototype of a intelligent multimedia system in support of public consultation in EIA on the incineration of solid urban waste, and the evaluation of the institutional impact of introducing this new ICT.
Pedro Ferraz de Abreu is a PhD in "Urban and Regional Planning" from Massachusetts Institute of Technology (MIT), Master of Sciences by the same Institute in "Intelligent Graphic Interfaces" and "Licenciado" by the Faculdade de Ciências e Tecnologia da Universidade Nova de Lisboa, in Computer Engineering. - "Tertulia": Keeping alive an old portuguese tradition, several members from CITIDEP Portugal and friends promoted an informal dinner-colloquium ("tertulia") in Lisbon, the 12 January 2002, followed by an Internet-based debate on a "Tertulia Journal". 27 persons participated. The guests of honor this time were Korinna Horta, Economist and Political Ecology PhD, and Luisa Nogueira, Environmental Engineer, leading a conversation on the topic of the global climate negotiations (Kyoto treaty) and also concerning the current efforts on monitoring Lisbon's air quality and informing the public in real-time.

- Air Quality on the Web: Based on the Air Quality Stations Network of DRA-LVT (regional administration of the Environmental Ministry for Lisbon and Tagus Valley), you can find data on air quality for Lisbon, Barreiro and Seixal, at the web site implemented by our colleague Pedro Borges (CITIDEP-Portugal, web team). This site, as well as a new one in progress, includes information on pollutants and on portuguese and european legislation.

- Talk at the Museum of the Republica (cmlresistencia@mail.telepac.pt), Lisbon, 2 July 98: Invited by the Director of the Museum, Dr. João Mario de Mascarenhas, CITIDEP President Pedro Ferraz de Abreu lectured on "The new information technologies and the challenges of participatory democracy". A live debate followed, as well as a music performance of a wind quintet.
- José Portela, member of the CITIDEP Science Council, was elected (July 98) to the Executive Board of the Higher Education School, at the Instituto Superior Politécnico de Viana de Castelo.
- Revised "Luso-American Research Network" (LARN) proposal, supported by CITIDEP (July 98)
- Prof. Bish Sanyal and Prof. Joseph Ferreira, from MIT (DUSP - Urban Studies and Planning Dept), visited Portugal (respectively at July 98 and September 98) and had several meetings (Planning Ministry, Lisbon Mayor, Aveiro University) promoted by LARN and CITIDEP, with view to prepare future cooperation protocols between the Planning Dept at MIT and these portuguese entities
