  • e-Planning, Digital Transition & Local Government: (2022/07/16) Took place in Monchique a meeting with all Presidents of the Local Parliaments (Assembleias Municipais) in Algarve (17 Municipalities), with the Board of ANAM (Associação Nacional das Assembleias Municipais). At this meeting it was discussed the agenda for the Digital Transition, with ANAM's Guest, Prof. Pedro Ferraz de Abreu, as CITIDEP President and Coordinator of the "e-Planning Consortium", to present e-Planning approach and proposals, as framed in the Protocol celebrated between ANAM and CITIDEP.   • e-Planning and Environmental (in)Justice: (2022/6/03) Took place another "e-Planning Talk", this time with Prof. Lucie Laurian, pioneer in the field of Environmental (In)Justice. Prof. Lucie Laurian, Head of the Dept. of Urban Planning at the University of Iowa, USA, and a member of CITIDEP, has been one of the e-Planners guest speakers at the international talks in the PhD course "e-Planning Foundations" in the Joint PhD Program of e-Planning (FC-UL, FCT-UNL, FA-UL).   • e-Planning, Digital Transition and Local Power: (2021/12/10) ANAM - National Association of Municipal Assemblies (Portugal), invited Prof. Pedro Ferraz de Abreu, as President of CITIDEP and Coordinator of the "e-Planning Consortium", to present, in a Webinar , the approach of e-Planning for Digital Transition and Local Power, in support of municipalities and their institutions for the benefit of citizens. Several local elects and leaders of civic associations participated in a lively dialogue.   • ANAM Protocol with CITIDEP: (2021/11/06) At the end of the General Council of the National Association of Municipal Assemblies (ANAM), in Oeiras, took place the signing of an important protocol between CITIDEP and ANAM . Expressing the warm collaboration already underway, the Presidents of ANAM, Albino Almeida, and of CITIDEP, Pedro Ferraz de Abreu, signed a protocol aimed at supporting citizens and their institutions to build a fairer and more sustainable society.   • CITIDEP in Parliament, with MIT and ANAM: (2021/10/19) Hearing in the Assembly of the Republic. Following a previous hearing on the e-Planning approach, the President of the Culture and Communication Commission of the Assembly of the Republic, Deputy Prof. Alexandre Quintanilha, convened CITIDEP for a in-loco hearing on October 19, 2021, at the Assembly of the Republic, Palace of S. Bento.   • e-Planning Book: Took place on 2021/02/19 the e-Planning Book: 'e-Planning & Ubiquity' Book Release, at Sala do Senado , Reitoria da Universidade de Lisboa, with several communications (in english and portuguese) with more than 60 participants in 6 countries.   • e-Planning Talk: On 2021/01/12, Michael Batty (Centre for Advanced Spatial Analysis - CASA, University College London), gave a talk on "Artificial Intelligence and the Computable City" , hosted by Profs. Pedro Ferraz de Abreu and José Beirão, and Fac. Architecture (University of Lisbon) e-Planning courses "Smart Cities and Digital Citizenship", and "Artificial Intelligence in Planning".   • Oceans and Impacts 2020: Springer published the book "Relationships Between Coastal Sea Level and Large Scale Ocean Circulation", having as first editor our colleague Rui Melo Ponte (Vice President of CITIDEP), presenting an overview of processes causing sea level changes in coastal areas. The Book is a "spin-off" of material published in "Surveys in Geophysics, Volume 40, Issue 6" (2019), which has now been included in the "Space Sciences Series of ISSI" (International Space Science Institute) Bern, Switzerland.   • Student Resistance to Dictatorship (1969) at the National Library: On the 14th September, 2019, took place a Coloquium in the fiftieth anniversary of the Student Resistance to Dictatorship (1969) at the National Library (BNP). The lively presentations were in charge of student leaders at the time, Francisco Seixas da Costa (ISCSPU, Lisbon), João Vieira Lopes (Ténico,, Lisbon), José Manuel Félix Ribeiro (F. Economics, Lisbon), Pedro Ferraz de Abreu (F. Sciences, Lisbon). The Colloquium was filmed by RTP (National Television), in protocol with BNP, and also promoted by CITIDEP's Political Production and Reflection Group. [BNP Colloquium].

  • New School Joins the Joint e-Planning PhD Program. The Joint Science Committee for the Joint PhD Program on e-Planning (UA, UL, UNL), approved on 2019/04/24 the formal request by the Faculty of Architecture of the University of Lisbon (FA-UL), to join the e-Planning Program and Consortium.
    FA-UL approved also a new course of Advanced Studies on e-Planning. The course is not a degree program (no thesis), but students may use credit towards a degree program; it aims to respond to training needs and required qualifications both in private and public sector.   • e-Planning & Parliament: The Committee for Culture, Communications, Youth and Sports of Assembleia da República (Portuguese Parliament), will receive in a Hearing , 26 February 2019, 15h30 , a delegation of the e-Planning Consortium and CITIDEP, concerning the new MIT (USA) initiative, and the strategic opportunities it brings for Portugal. MIT just launched a new "College of Computing and Artificial Intelligence", with a billion dollar budget, as transdisciplinary and not just centered on technology. This connection with Social Sciences and Ethics, coincides with e-Planning approach in Portugal.   • e-Planning & Ubiquity: Took place on 25 January 2019, at FCT-UNL, eLearning lab, the International Workshop 'e-Planning & Ubiquity' , chaired by Prof. Pedro Ferraz de Abreu and ePlanning pos-doc grantee, Dr. Karine Pinheiro, with the participation of researchers from 3 continents (Melbourne, Singapura, Londres, Lisboa, Porto, Campinas, Crateus-Ceara', among other locations). Prof. Joseph Ferreira Jr., MIT, presented in his keynote , for the first time in Portugal , the recent MIT initiative of the new "College of Computing and Artificial Intelligence", and the new degree on Urban Planning & Computing, which consolidates a trend in Academia towards e-Planning.   • e-Planning pos-doc grant: Prof. Karine Pinheiro, e-Planning pos-doc at Universidade de Aveiro, was one of the (only) 50 CAPES grants (Brasil), for research abroad. Karine Pinheiro leads transdiciplinar research on Ubiquious Scenarios of Technology and Participatory Science, under the supervision of Prof. Pedro Ferraz de Abreu. Our congratulations to the Grantee.

  • Inclusion & Technology: CITIDEP and e-Planning Lab Researcher, Prof. Barbara Barbosa Neves, received the 2018 Prize from the Japanese Association of Sociology. Her research focus on the use of new technologies to fight elder exclusion. Prof. Barbara Neves, holds now a faculty appointment at University of Melbourne, School of Social and Political Sciences , Faculty of Arts. Barbara Neves integrated te Coordinating Committee of the e-Planning Lab and was the CITIDEP representative on the Coordination of the UE Project "Sustainability and Eficient Use of REsources".   • e-Planning: The 4th e-Planning Mission in Brasil took place in May 2017. The mission, led by CITIDEP President and Prof. Catedrático convidado at U. Aveiro, was funded by IBICT (Min. Science of Brasil), Centro de Tecnologia da Informação (Min.   • Brasil: Heliomar Medeiros de Lima, CITIDEP Researcher, was selected by public contest, for the "short-list" of 6 candidates to run the Rede Nacional de Pesquisa - RNP (National Research Network of Brasil), a key institution integrating several Ministries and its research facilities. Heliomar is among prestiged names like Eduardo Takahashi, considered the "father" of Internet in Brasil. Dr. Heliomar Medeiros de Lima joined the e-Planning Lab em 2013, as a pos-doc under the supervision of Prof. Pedro Ferraz de Abreu, certified by the (then) Dean of FCUL, Prof. Pinto Paixao, in recognition of his scientific merit; he is now Visiting Researcher at the e-Planning Lab.   • CPLP On 2015/11/27 took place a presentation at CPLP by the Coordinator of the e-Planning Consortium Secretariat, Professor Pedro Ferraz de Abreu, invited by the CPLP General-Director, following the decision of formal institutional sponsorship to e-Planning Lab Proposal for a Green Book on Cohesion and Inclusion within the Community of Portuguese Speaking Countries.

  • Education & e-Citizenship: On July 3, 2015, took place at FC-UL the PhD Thesis Defense of CITIDEP researcher Tania Fonseca, "e-Literacy, schools and municipalities towards a common goal: e-citizenship". A demanding Jury, with faculty from education sciences, statistics, e-planning, computer eng. urban planning and political sociology, questioned thoroughly this truly multidisciplinary thesis research. Tania Fonseca was up to the difficult challenge and was awarded the Joint Degree of PhD in e-Planning, by the University of Lisbon, the New University of Lisbon and the University of Aveiro. The thesis advisor and co-advisor were, respectively, Professors Pedro Ferraz de Abreu and John Potter. CITIDEP joins the community congratulating our colleague.   • e-Planning - Brasil: The Presidents of Instituto Brasileiro de Informação Ciência e Tecnologia (IBICT - an Institute from the Ministry of Science & Technology of Brasil) and CITIDEP, Cecilia Leite and Pedro Ferraz de Abreu, signed a Protocol in Brasilia, to extend cooperation within the e-Planning Consortium.

  • e-Planning - Brasil: A delegation from FCA-UNICAMP (Univ. Campinas, Brasil) is visiting Portugal for a stay at the e-Planning Lab (campus FCUL), December 2014, with the objective of consolidating cooperation within a renovated " e-Planning Consortium ".

  • european union: Took place on 23 April 2014, Porto (auditório CCDRN) the first of a series of important debates on european policies.
    FC-UL, in cooperation with ICS-UL and CITIDEP, was recently selected by the Center for European Information Jacques Delors (CIEJD), Direção-Geral dos Assuntos Europeus / Ministério dos Negócios Estrangeiros, to conduct an Opinion Study, Debates and Dissemination "European Union: sustainability and efficient use of resources".[site]

  • e-Planning: Took place on the 28th February 2014 the "Jornadas e-Planning 2014", at Faculdade de Ciencias , University of Lisboa, with the participation of EURALO/ICANN, Unicamp (Brasil), MIT-DUSP (USA), and several portuguese Universities (UA, UNL, UL).   • e-Planning France: Took place on the 28th September 2012, Univ. Paris, Marne-la-Vallée, the Seminar "La ville connectée - Quels usages, quelles limites?", organized by JINU, Junior conseil pour l'Innovation Urbaine. CITIDEP guest speakers were: Prof. Valérie Aillaud (IFU, CITIDEP-France), on "Les TIC, le monde de l'entreprise et le monde de l'enseignement", and Prof. Pedro Ferraz de Abreu (UTL and CITIDEP President) on "Les enjeux et les limites de la démocratie participative via les TIC".   • e-Planning France: The project presented at the "International e-Planning Workshop 2012" by Manon Richerme, "Urban sustainable street furniture integrating campus’s information", was awarded as one of the 3 best sustainable project proposals of the national Challenge GreenTic campus (out of 26 proposals from French students). On the 4th May 2012, the projects were chosen for their creativity and above all their innovativeness, by a jury headed by Pierre Weltz. The urban furniture will provide informations about mobility, firms, shop and student life. Planned to install in the Campus Descartes, it doesn't create information but it mutualizes and rationalizes data. The economical agency, the research hub and the town promised to fund and participate to the prototype. Manon graduated from the Institut Français d'Urbanisme (U. Paris, France), is a member of JINU - Junior conseil pour l'Innovation Urbaine, and collaborates with CITIDEP-France.

  • e-Planning: Took place on the 23 April 2012, the "International e-Planning Workshop 2012", Citizens, Cities and Technology, 10h30 - 19h30, at Faculdade de Ciencias, Universidade de Lisboa, Campo Grande, Lisboa), with the participation of U. Paris - Institut Français d'Urbanisme, Unicamp (Brasil), MIT - Dept. Urban Studies and Planning (USA), U. Madrid, and several portuguese Universities (UA, UNL, UL, UTL), hosted by the Deans of ISCSP-UTL e FC-UL.

  • Environment & Society: It was presented on the 3d February 2011 the book Pontes de Mudança: Sociedades Sustentáveis e Solidárias" (Editora Antagonista), by Sofia Vilarigues (CITIDEP) and Edgar Silva, with a mini-tertulia at the bookstore & bar Les Enfants Terribles (Cinema King), Lisboa. The Book includes interviews with Pedro Ferraz de Abreu, CITIDEP President, and other researchers such as Viriato Soromenho Marques, was well accepted and originated a spirited debate.   • LabTec - EuroLifeNet: The weekly Sol published in its magazine Tabu, 18 June 2010, an interview on EuroLifeNet Program (pt), as one of the five selected projects from the UTL - Technical University of Lisbon.   • EEB, London: The European Environment Bureau (EEB) invited CITIDEP President, Pedro Ferraz de Abreu, to its "Cleanair Seminar" , 14-15 December 2009, London, to present the EuroLifeNet Program.

  • EuroLifeNet: Took place the III EuroLifeNet International Conference, in Lisbon, 13-14 November 2009 - Personal exposure to air pollutants: Research, Policies and Awareness through participatory science and education, at ISCSP-UTL campus. The Conference was co-organized by IES-JRC (Joint Research Centre, European Commission) and CITIDEP.   • EuroLifeNet: Tania Fonseca (CITIDEP, E.S.J.E.A, Açores) and Dulce Pinto (E.S.A.A., Almada) presented on the 17 January 2009 their schools experience with EuroLifeNet, at the Seminar Eco-Schools, in Seia, Portugal. Invitated by the organizers (ABAE - European Blue Flag Association), CITIDEP President, Pedro Ferraz de Abreu, presented the overall outcome of this Program and its future steps [EuroLifeNet].

  • e-Planning: The Ministry of Science and Higher Education of Portugal accepted (April 2009) the registration of the new Joint PhD on e-Planning, offered by 4 Universities in Portugal (U.L., U.T.L., U.N.L., U.A.) in cooperation with MIT (DUSP), USA.     Invited by the Institute of Environment and Sustainability of the Joint Research Centre (IES-JRC) of the European Commission, CITIDEP presented at the APHEIS meeting on 26 May 2005, Ispra, Italy, a proposal for a new European Union Program on Environment - Health - Education - Citizenship, the EuroLifeNet.

    A first pilot EuroLifeNet project was completed with success during 2006 and 2007. Partners are now consolidating the experience and preparing new projects (research and operational). More information is available on-line. Here are some highlights:

  • EuroLifeNet measure campaigns of personal exposure to PM 2.5 (Particulate Matter) were completed in Portugal and Italy in April 2007. Participated 665 students and 51 teachers from 9 highschools, as well 11 researchers and 5 experts in both countries, from 4 Universities and 3 Research Centers, including CITIDEP.

  • Took place in Lisbon, on the 1 and 2 June 2007, the II Internacional EuroLifeNet Meeting, with a press conference. Italian results were presented at a Milan press conference on the 8th May 2007

  • The Secretaries of State for Environment and for Education, Portugal, reafirmed in 2007 their support to the EuroLifeNet Program on letters addressed to CITIDEP President and to IES-JRC Director.

  • EuroLifeNet was featured on Portuguese and Italian TV and radio, and on Portuguese, Italian, UK and USA press. TV programs included interviews with EuroLifeNet Director, Pedro Ferraz de Abreu.

  • UNESCO National Commission short-listed EuroLifeNet in its best practices report, and invited the President of CITIDEP, Prof. Pedro Ferraz de Abreu, to presented EuroLifeNet at the UNESCO International Conference, 14 December 2006.

  • Project PEOPLE:

    Citizens help to evaluate air pollution. Promoted by the European Commission, the project PEOPLE - "Population Exposure to Air Pollutants in Europe" invited citizens to participate measuring personal levels of exposure to benzene, in all European capitals. Lisbon and Brussells were the first, on the 22 October 2002.

    CITIDEP was one of the 7 partners of PEOPLE, and organized the PEOPLE-Citizenship, including sessions with hundreds of students and teachers in Lisbon and Viana do Castelo (Portugal), linked through videoconference, and live Internet video broadcast. It gave CITIDEP a unique experience enabling the EuroLifeNet Program.

    Lisbon and Brussels results were presented at a press conference, 17 July 2003. European Union Commissioner Philippe Busquin referred to CITIDEP project "PEOPLE-Citizenship" in its July 2003 speech. Results from benzene pollution measurements in Europe were published by the IES/JRC, on September 2005. CITIDEP is one of the co-authors of the PEOPLE final report.

  • IMS Project:

    The objective of the "Intelligent Multimedia System Project" (IMS) is to develop, prototype and test modern information technologies supporting public and technical consultation for decision-making.

    A first research project (1995-1999) focused on Environmental Impact Assessment, using the case of the proposed solid urban waste incinerator for S. João da Talha. This project was part of Pedro Ferraz de Abreu's PhD research at MIT, USA, and supported by the Portuguese Ministry of Environment (DGA), the Environmental Dept of FCT- UNL and CITIDEP. A large team of researchers was engaged in the experiment.

    Another project using IMS model and approach is the WCD/IMS Sabor/Coa,, summarized below.

    Currently, CITIDEP is working on a new pilot version of the IMS, applied to support public participation in the European Parliament elections, in cooperation with LabTec CS/ISCSP (Laboratory of Technology for Social Sciences at the Institute of Political and Social Sciences of the Technical University of Lisbon).

  • WCD/IMS Sabor/Coa:

    This research/intervention project was launched in January 2003. The goal is to apply the methodology from both the "World Commission on Dams" (WCD) and the "Intelligent Multimedia System Project" (IMS, CITIDEP), in support to the decision-making process concerning the proposed construction of dams on the Sabor and/or Coa rivers, in Portugal.

    Currently, CITIDEP is trying to obtain support to complement an award from the Global Greengrants Fund, as well commitment from all stakeholders to a consensual process.

  • Citizenship Kit:

    Since its creation in 1996, CITIDEP set in motion project its Citizenship and IT Program; and in particular built the concept of a "Citizenship Kit", that provided the framework for many related activities.

    CITIDEP promoted the cooperation between MIT (DUSP - Dept of Urban Studies and Planning) and 5 Universities in Portugal (U.L, U.T.L., U.N.L, U.A., U.C.) since 2003, under a common research agenda on e-Planning (technology uses and impact on infrastructures, government, governance, citizenship, cities and land use planning).   • LabTec CS:

    CITIDEP is supporting the launching of the Laboratories of Technology for Social Sciences Network, within the " e-Planning Consortium".

    CITIDEP gathered on the 11 February 2007 at its headquarters in Lisbon, to create its "LabTec CS" team, with the objective of fostering and supporting the launching of a network of Laboratories of Technology for Society, as a transdisciplinary effort of Engineering and Social Sciences. This LabTec Network was proposed by CITIDEP to the newly created e-Planning Consortium MIT-Portugal, and in the sequence of the cooperation between CITIDEP and the Dept of Urban Studies and Planning at MIT, with the joint organization of the International Conference ICPPIT03.


  • ICPPIT03:

    Took place the International Conference on Public Participation and Information Technologies, 10-12 November 2003, at the Massachusetts Institute of Technology, USA, co-organized by MIT and CITIDEP (chaired by Profs. Pedro Ferraz de Abreu, Joseph Ferreira Jr., Joanaz de Melo). Adressed ICPPIT03 keynote Joan Blades, the founder of "MoveOn.org", together with Jane Fountain, head of the Harvard's Digital Government program, moderated by Pedro Ferraz de Abreu. More than 100 researchers from 15 countries participated.

  • ICPPIT99: The 1999 Edition was co-organized by CITIDEP and the New University of Lisbon (DCEA-FCT-UNL), and had the President of Republic and the Minister of Science and Technology of Portugal delivering the keynote addresses. The (then) USA Vice-President, Albert Gore, sent a message to the 1999 Conference.

  • book launch PPIT Book in distribution: The Book "Public Participation and Information Technologies 1999", resulting from ICPPIT99 International Conference, is available for on-line orders. Besides ICPPIT99 Co-Chairs, (João Joanaz de Melo e Pedro Ferraz de Abreu), presented the book Prof. Sousa Lobo, President of the New University of Lisbon (UNL), and Prof. Mel King, MIT Emeritus and CITIDEP Science Council member.

    The book is complemented with a multimedia CD-ROM with 3 hours of video from the Conference.

  • Guideline for Highschool curriculum reform: By decision of the Secretary of State for Education Administration at 25 March 2002, followed-up with the support of the Highschools Department of the Ministry of Education of Portugal, it was appointed our colleague Isabel Medina in representation of CITIDEP for a joint task force CITIDEP/DES, with the mission to support the modernization of highschool curricula in the area of citizenship and information technologies.

    CITIDEP produced a Guideline to use the "Public Participation and Information Technologies 1999" Book for that effect.


  • BNT Proceedings published: The Proceedings from the International Colloquium "Public Libraries and New technologies: How to fight info-poor exclusion?", co-organized by the Municipality of Lisboa and CITIDEP (ed. CML-Cultura), are available since July 2002.


  • Position Papers: CITIDEP promotes the debate with "Position Papers" on Education, Democracy and New Information Technologies, such as an invited presentation by Pedro Ferraz de Abreu at the II International Meeting of Portuguese Researchers, already published in a book, "Alguns Desafios da Educação em Portugal na Era da Internet e da Democracia Participativa".

    • Colloquium at the Order of Engineers: Took place the 23 May 2005 ,17 to 20.30 PM, at the auditorium of the "Ordem dos Engenheiros" in Lisbon, the Colloquium "Public Consultation in Environmental Impact Assessment - how the technological jump challenges an institutional jump", presided by the Secretary of State for Environment, Prof. Humberto Rosa. The intervention of the guest speaker, Prof. Pedro Ferraz de Abreu, was based on research done in Portugal and in the USA, supported among other entities by the Ministry of Environment of Portugal. It included an analysis on the special character of the current technological revolution, the use of a prototype of a intelligent multimedia system in support of public consultation in EIA on the incineration of solid urban waste, and the evaluation of the institutional impact of introducing this new ICT.

      Pedro Ferraz de Abreu is a PhD in "Urban and Regional Planning" from Massachusetts Institute of Technology (MIT), Master of Sciences by the same Institute in "Intelligent Graphic Interfaces" and "Licenciado" by the Faculdade de Ciências e Tecnologia da Universidade Nova de Lisboa, in Computer Engineering.     • "Tertulia": Keeping alive an old portuguese tradition, several members from CITIDEP Portugal and friends promoted an informal dinner-colloquium ("tertulia") in Lisbon, the 12 January 2002, followed by an Internet-based debate on a "Tertulia Journal". 27 persons participated. The guests of honor this time were Korinna Horta, Economist and Political Ecology PhD, and Luisa Nogueira, Environmental Engineer, leading a conversation on the topic of the global climate negotiations (Kyoto treaty) and also concerning the current efforts on monitoring Lisbon's air quality and informing the public in real-time.

    • Air Quality on the Web: Based on the Air Quality Stations Network of DRA-LVT (regional administration of the Environmental Ministry for Lisbon and Tagus Valley), you can find data on air quality for Lisbon, Barreiro and Seixal, at the web site implemented by our colleague Pedro Borges (CITIDEP-Portugal, web team). This site, as well as a new one in progress, includes information on pollutants and on portuguese and european legislation.

    • Talk at the Museum of the Republica (cmlresistencia@mail.telepac.pt), Lisbon, 2 July 98: Invited by the Director of the Museum, Dr. João Mario de Mascarenhas, CITIDEP President Pedro Ferraz de Abreu lectured on "The new information technologies and the challenges of participatory democracy". A live debate followed, as well as a music performance of a wind quintet.

    • José Portela, member of the CITIDEP Science Council, was elected (July 98) to the Executive Board of the Higher Education School, at the Instituto Superior Politécnico de Viana de Castelo.

    • Revised "Luso-American Research Network" (LARN) proposal, supported by CITIDEP (July 98)

    • Prof. Bish Sanyal and Prof. Joseph Ferreira, from MIT (DUSP - Urban Studies and Planning Dept), visited Portugal (respectively at July 98 and September 98) and had several meetings (Planning Ministry, Lisbon Mayor, Aveiro University) promoted by LARN and CITIDEP, with view to prepare future cooperation protocols between the Planning Dept at MIT and these portuguese entities
