ICPPIT03 this November: It is confirmed, the next edition of the International Conference on Public Participation and Information Technologies will take place at MIT, Cambridge, USA, 10-12 November 2003, and will be co-organized by CITIDEP and MIT Dept. of Urban Studies and Planning. Check the ICPPIT03 web site for updated news.

ICPPIT99 CD-ROM: The complementing CD-ROM, with a digital version of the Conference Proceedings and near 3 hours of video from the Conference sessions (including a full transcript of the videoconference with MIT), is already being distributed to participants. You can place an order on-line for both book and CD-ROM . All registered participants will receive a free copy, but we do not have address information for all participants. if you did not include your mail address in your paper or registration form, or if you changed address / email since then, you must send the on-line form, in order to receive it.

ICPPIT99 Proceedings: The Conference Proceedings are already printed. The book, formally presented during the BNT Colloquium, will be distributed with a CD-ROM, which is in the process of completing last tests. You can place an order on-line. All registered participants will receive a free copy, but should as well send the on-line form, in order to certify updated address data.

October 2000

ICPPIT99 Proceedings: The Conference Proceedings are in press and will be available for orders late October 2000. The formal presentation of the ICPPIT99 Book is planned for 13 October 2000, during the joint CITIDEP - Lisbon Municipality Colloquium on "Public Libraries and New Technologies", in Forum Lisboa, Portugal.

ICPPIT99 Conclusions: After review by the Conference Committee and participant feedback, we have now the final version of the Conference Conclusions.

Abstracts on the web: The ICPPIT Task Force published already all the ICPPIT99 abstracts on the web. Please check and notify us if you find any mistake.

Funding update: The ICPPIT Task Force is actively pursuing the fund raising efforts to publish the ICPPIT99 Proceedings, having so far colected near 50%. Recent sponsors are the Gulbenkian Foundation and the Portuguese Ministry of Education.

Conference Proceedings: The Conference Commitee, with the help of ICPPIT Task Force, is in the process of completing the publication of the full Conference Proceedings. All registered ICPPIT99 participants have the right to a free copy and will be notified by email when the publication is available. ICPPIT Task Force: Several ICPPIT99 participants, including Conference Committee members, constituted a ICPPIT Task Force, to help on the remaining ICPPIT related tasks, prepare next edition of this Conference, and keep the ICPPIT community informed of common-interest initiatives and events. One of the immediate tasks at hand is to publish on the web all ICPPIT99 abstracts. Check the minutes of its first meeting. All contributions are welcome.

Objectives

The International Conference on Public Participation and Information Technologies (ICPPIT) aims at bringing together researchers and practitioners using information technologies to support public participation, as well as researchers on fields related to participatory democracy and/or information technology.

The rationale behind ICPPIT is the notion that new information technologies can be widely used to foster public participation, hence full citizenship and better, more transparent, decision-making. Environment-related decision-making is leading the efforts in this direction, and there are good examples, but usually with limited scope, perhaps because public participation is not commonly considered a priority field in the research and development of new information technologies, and vice-versa. One aim of ICPPIT is thus to promote such research, and to provide a forum to debate a common research agenda.

While technology-related papers were welcome, it was not intended to focus the Conference only on technology applications. Given the interdisciplinary nature of the theme, and unlike many scientific conferences, ICPPIT was deliberately conceived as a meeting ground for people with different backgrounds, from social sciences, humanities and arts to environmental sciences and computer science and technology.



Topics

Papers were accepted for the following suggested topics, under the general theme "Public Participation and Information Technologies" (PP-IT):

1. Role of PP-IT in global environmental and development policies (e.g., global climate and environmental change). [more about the topic]

2. PP-IT and new democratic models and expressions (e.g., electronic democracy, referendum, NGOs, historical analysis)

3. PP-IT and planning (at national, regional or local levels).

4. PP-IT in environmental impact assessment.

5. Public access to information (e.g., technology, process, rights and costs).

6. PP-IT role in teaching, education and arts.

7. Human-computer interface technology.

8. Impact of PP-IT in organizations and public administration.

CITIDEP - Research Center on Information Technologies and Participatory Democracy

CITIDEP is a private, non-profit, multi-national research institution, with 60 associates in 8 countries. CITIDEP's primary objective is to study participatory democracy, in particular through the research, development and demonstration of new information technologies, of its impacts, and of ethical, social, political and planning frameworks that enable participatory mechanisms in the information society.

UNL/FCT - New University of Lisbon, Department of Environmental Science and Engineering

The Department of Environmental Science and Engineering at the New University of Lisbon (DCEA) is the largest Portuguese University department in the field of the environment, with a faculty of 50, offering graduate and undergraduate programs and conducting research on a wide selection of domains, including land-use planning, modeling, and information technologies - decision support systems as applied to environmental issues.
